Wang Yi Talks About the Establishment of Diplomatic Relations Between China and the Dominican Republic

On the morning of May 1, 2018, State Councilor and Foreign Minister Wang Yi and Foreign Minister Miguel Vargas Maldonado of the Dominican Republic signed the joint communiqué on the establishment of diplomatic relations between the People's Republic of China and the Dominican Republic in Beijing.

Wang Yi said that I officially signed the Joint Communiqué on the Establishment of Diplomatic Relations Between the People's Republic of China and the Dominican Republic with Foreign Minister Miguel Vargas Maldonado just now. Just half an hour earlier, the Dominican Republic released the presidential proclamation, declaring that the country recognizes the one-China principle and severs the so called "diplomatic relations" with Taiwan, which is a prerequisite for the establishment of diplomatic relations between China and the Dominican Republic. In the joint communiqué on the establishment of diplomatic relations we have signed, the Government of the Dominican Republic recognizes that there is but one China in the world, that the Government of the People's Republic of China is the sole legal government representing the whole of China, and that Taiwan is an inalienable part of China's territory. To this end, the People's Republic of China and the Dominican Republic have established diplomatic relations at the ambassadorial level effective from the date of the signing of the communiqué.

Wang Yi pointed out that adhering to the one-China principle is a widely-acknowledged basic norm of international relations, a universal consensus in the international community and a fundamental prerequisite as well as political foundation for China to establish and develop relations with any other countries. The Dominican Republic made the resolute decision to acknowledge and commit to abiding by the one-China principle, and establish diplomatic relations with China without attaching any preconditions. The significant and right decision made by the Dominican Republic completely conforms to the fundamental interests of the country and its people, fully accords with the development trend of the times and history, and totally complies with the international law and the basic norms of international relations, which is highly appreciated by China.

Wang Yi expressed that the official establishment of diplomatic relations between China and the Dominican Republic marks that a new historic chapter has been opened for bilateral relations. Hereafter, China has got one more good friend of mutual assistance in Latin America and the Dominican Republic has got one more good partner of mutually beneficial cooperation along the path of development and rejuvenation. China and the Dominican Republic will become good brothers who promote the South-South cooperation and safeguard the common interests of developing countries. Socialism with Chinese characteristics has entered a new era, and the realization of the modernization process has picked up pace. Therefore, the establishment of diplomatic relations with China will bring an unprecedented and tremendous opportunity to the Dominican Republic for its own development. The opportunity will be rapidly translated into reality with the cooperation potential between both sides unleashed continuously, thus constantly bringing tangible interests and well-being to more than 10 million people in the Dominican Republic. As the largest economy in Central America and the Caribbean region, the Dominican Republic has significant influence in regional affairs. The establishment of diplomatic relations between China and the Dominican Republic will also inject new impetus into as well as open up new space for the overall cooperation between China and Latin America.

Miguel Vargas Maldonado emphasized that establishing diplomatic relations with the People's Republic of China marks a correct and significant step forward for the Dominican Republic. The Dominican Republic stands shoulder to shoulder with other 175 countries that support the United Nations General Assembly Resolution 2758. The Government of the Dominican Republic acknowledges the one-China principle, recognizes Taiwan as an inalienable part of China's territory and admits that the Government of the People's Republic of China is the sole legal government representing the whole of China. The Dominican Republic severs the so called "diplomatic relations" with Taiwan by stopping any forms of official relations and interactions with Taiwan. The Dominican Republic appreciates China's significant role in international and regional affairs and is willing to work with China to enhance political mutual trust, improve exchanges at all levels, carry out cooperation in trade, investment, tourism, education and other areas, and intensify multilateral coordination, so as to usher in a new era for strategic cooperation between the Dominican Republic and China, and jointly contribute to the cause of world peace and development.
