Ambassador Xie Feng Witnesses the EPC Contract Signing Ceremony of Jakarta-Bandung High-speed Railway

On 4 April , the Kereta Cepat Indonesia-China (KCIC) and High Speed Railway Contractor Consortium (HSRCC) signed the EPC (Engineering, Procurement and Construction) contract in Jakarta, Indonesia. This marks another milestone in the construction of Jakarta-Bandung High-speed Railway(JBHR), an important early harvest of the Belt and Road Initiative. The ceremony was attended by Chinese Ambassador to Indonesia Mr. Xie Feng, Indonesian Presidential Chief of Staff Mr. Teten Masduki, Chairman of China Railway International Group Mr. Yang Zhongmin and Senior Adviser to the Indonesian Minister of State-owned Enterprises Dr. Sahala Lumban Gaol.

As remarked by Mr. Teten during the ceremony, the Jakarta-Bandung High-speed Railway marks a milestone in the bilateral cooperation between China and Indonesia. To bring in China’s high-speed railway technology is a major breakthrough and revolution in Indonesia’s rail transport industry. The Indonesian side is fully confident in the complete and quality of JBHR.

In his remarks, Ambassador Xie said the signing of EPC contract between KCIC and HRSCC marked another milestone in JBHR project. JBHR is the first overseas project that combines the entire high-speed rail system, elements and industrial chain from China. It’s an important early harvest in the Belt and Road Initiative but it also faces unprecedented challenges. Over the past year or so, the project has made good progress from signing an joint agreement in October, 2015 to signing the EPC contract today. Such progress is attributable to the strong leadership of Chinese President Xi Jinping and Indonesian President Joko Widodo. It is also the result of sound coordination and relentless efforts by government agencies including the Chinese National Development and Reform Commission, Chinese Foreign Ministry and Indonesian Ministry of State-owned Enterprises as well as enterprises such as China Railway Corporation. The two sides have worked closely and managed to resolve one problem after another. Now the project is now moving forward steadily. Generally speaking, compared with other major infrastructure projects in the world, the development of JBHR is smooth and efficient.

As remarked by Ambassador Xie, “JBHR is built and financed by our two countries; the two sides share both the risks and benefits and have formed a community of shared benefits.” Now, the governments and enterprises of both countries remain fully committed to this project. “It’s my hope and belief that under the concerted efforts of both sides, JBHR, as the first high-speed railway in Indonesia and Southeast Asia, will be completed successfully with high quality standard.”

Also, as remarked by Ambassador Xie, JBHR once again proves that bilateral cooperation between China and Indonesia is based on mutual complimentarity and win-win outcome. This project will serve as the benchmark for the two countries to further expand and deepen bilateral cooperation, strive for common development, deliver more benefits to the people and further strengthen the comprehensive strategic partnership between China and Indonesia.

Representative of the China Railway Corporation said during the ceremony that the signing of EPC contract marks the beginning of full construction of JBHR. From now on, the two sides will further strengthen bilateral cooperation, enhance organization and management of the project to ensure steady progress.
